The review a consultation exercise to gather information from all 65 Action Teams; interviews with key national policy and operational staff; analysis of Management Information data (from April 2004 to March 2005); and six detailed case studies to examine the experience of six different Action Teams.

    Qualitative Assessment of Jobcentre Plus delivery of the JSA and New Deal Interventions

    This report presents the findings from a qualitative assessment of Jobcentre Plus delivery of the Jobseeker’s Allowance (JSA) and New Deal (ND) interventions. The research, which involved interviews with staff from three Jobcentre Plus districts, explored how delivery might differ from the ‘prescribed’ model, and how that might impact on performance.

  • Evaluation of the Fair Cities Pilots 2007

    The Fair Cities Pilots were an experimental programme, designed by the National Employment Panel (NEP). They aimed to increase the number of disadvantaged ethnic minority residents who gained steady work and new careers, and to test the effectiveness and value-for-money of the demand-led approach in tackling disadvantage in the labour market. This report sets out final results from the evaluation of the Pilots. It draws together the key findings, and in their light, discusses the implications for policy development in the welfare-to-work arena.

    Joint Pilots Baseline Research

    This research draws out common experiences and broad lessons from three pilot interventions which focused on very hard-to-help individuals, exposed to serious social exclusion. The three pilots were the Next Steps Test Bed Regional Pilots, the ACE Pilots, and Exit to Work. The study explored the Department for Work and Pension’s departmental responsibilities, and the Pilots’ approaches to improving employment prospects.

  • Employment and Support Allowance: Early implementation experiences of customers and staff

    From October 2008 Employment and Support Allowance (ESA) replaced Incapacity Benefit and Income Support paid on incapacity grounds for new customers. This report represents the first stage of the evaluation of ESA and presents the findings from an early implementation study. It is based on fieldwork carried out in May and July 2009 in four Jobcentre Plus districts across Great Britain.

    This report presents the first findings of a representative face-to-face survey of 3,650 Employment and Support Allowance claimants. It was carried out between December 2009 and February 2010 by Ipsos MORI. The sample consisted of those who made a claim for ESA between April and June 2009, allowing a sufficient gap for the majority to have had a decision on the outcome of their claim by the time of the survey.

  • Unsuccessful Employment and Support Allowance claims - qualitative research

    This qualitative study, commissioned by the Department for Work and Pensions (DWP), was designed to provide a detailed understanding, from a customer perspective, of the views and subsequent experiences of people who apply for Employment and Support Allowance but whose claim is unsuccessful – either because their claim was closed by Jobcentre Plus or withdrawn by the customer before it was assessed, or because the customer was found fit for work and not entitled to ESA.
