  • An assessment of the level of compliance with the statutory duty to obtain insurance under the Employers’ Liability (Compulsory Insurance) Act 1969

    If employees become ill or injured at work, they might be able to claim compensation from their employer. The ELCI Act (1969) requires that employers take out insurance against such claims. There are some exemptions to this, including public bodies, and those employing specified relatives only. Previous research in this area has found inconsistent levels of compliance, and some of it is quite out-of-date. This research was undertaken to provide a robust measure of levels of compliance in order to support policy development in this area.

This research, commissioned jointly by the Scottish Government, Defra and the 2020 Climate Group in June 2011, sought to address this gap by investigating what works in delivering low-carbon behavioural initiatives in the workplace.

    This case study examines a programme of flexible working options introduced at Aberdeenshire Council. The programme aimed at reducing staff commuting mileage by allowing staff to change their working patterns and achieving financial savings through a reduction in the number of council offices. The study considers how financial pressures in an organisation can provide a good opportunity to reflect on work organisation and deliver cash savings alongside environmental sustainability.
