The Central London Works evaluation

Central London Works (CLW) sought to assist individuals who faced barriers to work to find and sustain good quality employment. CLW was the devolved Work and Health Programme in Central London, the intervention was voluntary, and available to residents in 12 London boroughs. It was targeted at three main groups:

  • People with health conditions and disabled people
  • The Long-Term Unemployed
  • Those with other significant barriers to work

The primary objectives of CLW were to increase participation in employment, and earnings from that employment. Starting in March 2018, CLW was delivered by Ingeus and managed by Central London Forward (CLF) on behalf of the 12 boroughs.

In 2019, CLF commissioned IES with a partner BMG to carry out an independent evaluation of CLW, to complement the national and London evaluations and to provide insights on the design, implementation and effectiveness of CLW. 

The evaluation focused in particular on understanding:

  1. The characteristics of those joining the programme and how are they being supported by the provider and local services.
  2. The effectiveness of integration in improving access to support for participants.
  3. The effectiveness of health support in improving health and wellbeing outcomes for participants.
  4. The effectiveness of the payment-by-results approach in driving positive outcomes for all participants.
  5. The impact of CLW on job finding rates, hours, earnings, and benefit receipt – compared both with ‘business as usual’ services and the national Work and Health Programme.

Using a mixed-methods approach, data were collated on the programme between 2019 and 2022. This resource page lists all outputs associated to the project, including:
