    The most high profile aspect of provision to meet young people’s accommodation, training and employment needs in the 1990s was the introduction, and expansion of, Foyer schemes. These were designed to support young people’s transition to independence by improving their employability and ability to secure and retain their own accommodation.     Employers’ Use of the NVQ System

In this study, IES revisited its 1993 study of the take-up and use of National Vocational Qualifications to examine progress, involving a survey of 758 employers across England and Wales. It examined the influences of size, ownership and sector on employers’ use of NVQs, their understanding of them, and penetration of NVQs in those employers that do use them.
