Going into HE: Interaction of Elements of Financial Support and Other Factors
How does the complex mix of government and university financial support affect the choices of prospective students who now face top-up fees of £3,000 per year? Is this support understood? Does it allay financial worries? Are decisions constrained and ambitions compromised? Would different types of support be preferred? These questions were high on the agenda in 2009 when an independent commission reviewed fees. The Department for Innovation, Universities and Skills commissioned a qualitative study from IES to collect evidence and provide answers.
