Changing Policies Towards Young Workers

The traditional pattern of youth employment was beginning to change in the early 90s, with a shift towards the recruitment of fewer, more qualified and older school leavers. Technology and work organisation had changed and older people and women returners offered greater flexibility for employers. Recruitment of young people had therefore become much more selective and for specific roles.
